79 countries scored 4 or 5 on Quality of Life this year. The top of the ranking includes Malta, Greece, Italy, Spain, Switzerland.

Quality of Life is the heaviest-weighted metric in the 2026 Expat Almanac (16% of the composite by default), because it is the metric readers actually feel every day after they move. High Quality of Life scores cluster in Southern Europe (Italy, France, Spain), Northern Europe (Switzerland, Ireland, Netherlands), and a handful of Asian and Oceanian destinations (Singapore, Australia). The table below shows every country that scored a 4 or 5, sorted first by Quality of Life score, then by composite as the tie-breaker.

A 5 means the country consistently ranks in the global top decile for livability across those axes. A 1 means structural quality-of-life issues by a US-family standard.     Malta, Cyprus, the UAE, and Portugal (under the newer regime) combine high Quality of Life scores with favorable tax structures for American residents. Italy's flat-tax regime for new residents is another strong combination for a limited window. France is a special case: the US-France tax treaty is one of the world's most favorable for American retirees, offsetting the country's baseline high-tax reputation.

    Most of the Expat Almanac's fragile-state category and several developing destinations score 2 or below on Quality of Life. Those countries appear farther down the main Expat Almanac ranking; they are excluded from this cut, which only shows destinations that scored 4 or higher.
