Panama Qualified Investor Visa: The basics

What it is

Panama's Qualified Investor Visa (QIV) grants permanent residency on the first grant through one of five qualifying investments: a $300K new-build property bought from the developer, a $500K resale property, $500K in registered securities, a $500K five-year deposit at a state bank, or a $750K five-year deposit at a private bank. MICI (the Ministry of Commerce and Industries) certifies the investment, immigration decides within 30 business days, and you travel once for biometrics and the card. The citizenship petition opens after five consecutive years of residence. The dollar-denominated economy removes exchange-rate friction, and the territorial tax system leaves foreign-source income outside Panama's tax base.

How the process works

  1. Contact us

    Reach out and tell us about your situation. From there, you'll either book a Freedom Consult (if you're weighing options across countries) or get started on this route directly (if you already know it's the right fit).

  2. Engagement and document gathering

    We assemble the apostilled FBI check, civil records, US tax returns, and the source-of-funds file. The investment has to be your own money, traceable, and sent from abroad; gifts don't count.

  3. Investment and appraisal

    Complete the property purchase, securities investment, or deposit. MICI can order an independent appraisal of a property at your cost.

  4. MICI certification

    MICI certifies the investment in 15 business days. Counsel files with immigration within the certificate's 3-month validity.

  5. Decision and single trip

    Immigration decides within 30 business days. You travel to Panama once for biometrics and the residency card.

  6. Annual compliance

    Maintain the investment for 5 years, with counsel filing a yearly report to MICI, and enter Panama once every 2 years. Sell early and you have 90 days to reinvest.

  7. Citizenship petition

    After 5 consecutive years of residence, file the petition through MICI, including a Spanish and civics test.

Which of the five routes should I pick?

The $300K new-build property is the lowest entry and the most common, as long as you buy a new unit from the developer. Resale property, registered securities, and a state-bank deposit at Banco Nacional or Caja de Ahorros each start at $500K. A private-bank deposit starts at $750K. The deposits and securities avoid property management, and the deposits are recoverable at maturity. We model the route economics during the Consult.

Can I buy off-plan?

Yes, off-plan new builds qualify at $300K, with two conditions: A bank guarantee must cover 100% of the price until the title registers, and residency granted on an off-plan purchase is capped at 3 years.

What counts as an acceptable source of funds?

Your own money, traceable, and sent from abroad. Gifts don't count toward the investment. We assemble the source-of-funds file with you before the investment is made.

What do I have to do each year?

Maintain the investment for 5 years, with counsel filing a yearly report to MICI, and enter Panama at least once every 2 years. If you sell the qualifying property early, you have 90 days to reinvest.

How long until I can have a Panamanian passport?

The citizenship petition opens after five consecutive years of residence and goes through MICI, with a Spanish and civics test. Naturalization is discretionary, and the petition itself often takes another 12 to 24 months after the clock matures, so treat Panama as fast, low-maintenance residency first and citizenship as a patient second stage.

What is Panama's tax position?

Panama taxes only Panama-source income, so most US-sourced earnings fall outside its base. US citizens are taxed on worldwide income wherever they live, so US filing continues, including foreign-account reporting. We coordinate with US-licensed counsel.

What about dual citizenship?

Panama asks new citizens to renounce prior nationality, but the United States doesn't treat that oath as binding, so American clients retain both passports. We coordinate US and Panamanian counsel to handle the technical wording properly.
