In the 2026 Expat Almanac, Turkey leads Middle East & Africa with a composite of 80.0, followed by Seychelles (73.2), Israel (72.2), Kuwait (72.0), United Arab Emirates (71.2).

Middle East & Africa is where the tax picture gets genuinely favorable for Americans, and where the safety picture varies more than any other region on the Expat Almanac. The UAE offers zero personal income tax and a Golden Visa route open to Americans; Bahrain and Saudi Arabia offer similar tax structures with different residency mechanics. Egypt runs a fast CBI-adjacent property route. Africa has fewer active American-serving programs but a growing set of options in Mauritius, Rwanda, and elsewhere. Egypt is the region's most accessible property-linked residency route for Americans. In Africa, Mauritius, Rwanda, Morocco, and Ghana are the countries our advisors see the most interest in, though the residency mechanics are less program-driven than in the Gulf.

    The UAE Golden Visa is a ten-year renewable residency issued for property investment (from AED 2 million), for accomplished professionals, or under a handful of talent categories. Americans are eligible under any of these routes with no country cap. The visa carries no minimum-stay obligation and no personal income tax for residents. The Golden Visa does not lead to Emirati citizenship; that is functionally closed to foreigners.

    Are Middle East countries tax-free for American residents?

    Most Gulf countries (UAE, Bahrain, Saudi Arabia, Qatar, Kuwait, Oman) do not levy personal income tax on residents. For Americans, that means only the US worldwide-income bill applies to your global income. This is the cleanest layered tax picture available anywhere. The Foreign Earned Income Exclusion covers roughly the first $120,000 of foreign-earned wage income for qualifying residents, and the region's zero-tax structure means no local credit is available or needed beyond that.
