The basics of Citizenship by Investment

What it is

São Tomé & Príncipe's Citizenship by Investment Program grants São Toméan citizenship in exchange for a $90K contribution to the national-development fund, paid in tranches across the application stages. You commit the qualifying donation, complete the program's due diligence, swear the oath of allegiance (administered remotely through a São Toméan consulate or partner mission), and receive a São Toméan passport. The whole engagement typically runs five to seven months. As a Lusophone country, São Tomé is part of the CPLP (Community of Portuguese-Speaking Countries), and citizens have specific entry and reciprocal residence rights across Portugal, Brazil, Cape Verde, Angola, Mozambique, and Guinea-Bissau.

Who it’s for

  • Families needing a second passport at one of the lowest capital outlays on the global CBI market
  • Clients building optionality around the Portuguese-speaking world (Portugal, Brazil, Angola, Mozambique)
  • Patrons who value zero ongoing-presence obligation
  • Clients building geographic optionality beyond standard Caribbean and European jurisdictions
  • Founders and HNWIs seeking a discreet, small-volume CBI program with direct administrative attention

Why it’s beneficial

São Tomé delivers a sovereign second passport at $90K — materially below Caribbean CBI thresholds and tied with Nauru as the lowest-cost legitimate CBI program currently issuing. The strategic value sits in the CPLP framework: São Toméan citizens have streamlined entry and reciprocal residence rights across the Portuguese-speaking world, including Portugal (an EU member) and Brazil. For families with Lusophone business or family interests, the structural value is materially greater than the raw visa-free count suggests.

Key benefits

The outcomes the Citizenship by Investment actually delivers, beyond the headline numbers. The six that matter most to our clients.

  1. Among the lowest CBI thresholds globally

$90K for a single applicant is materially below every Caribbean CBI program and tied with Nauru as the lowest-cost sovereign CBI on the global market. Most accessible legitimate route to a second passport at this price point.

  2. CPLP regional access

São Tomé is a member of the CPLP (Community of Portuguese-Speaking Countries). Citizens have framework-based entry and reciprocal residence rights across Portugal, Brazil, Cape Verde, Angola, Mozambique, Guinea-Bissau, and Timor-Leste.

  3. Zero physical-presence requirement

No minimum stay before applying, after applying, or to maintain. The oath of allegiance can be administered remotely through a São Toméan consulate or partner mission. Citizenship is held for life regardless of where you live.

  4. Clean tax regime

São Tomé does not tax foreign-source income for individuals who are not São Toméan tax residents. Acquiring the passport does not change your US tax position; the São Toméan side stays light.

  5. Family on one application

Spouse or registered partner, dependent children, and dependent parents qualify on the principal application with modest tiered add-ons. Future-born children can be added later at minimal additional cost.

  6. Boutique processing at small scale

São Tomé issues a limited number of CBI files annually. The administrative apparatus is small enough that every file receives direct attention from senior officials rather than disappearing into a high-volume queue.

Most popular

National Development Fund Donation

$90,000

Non-refundable contribution to São Tomé's national-development fund, paid in tranches across the application stages (engagement, approval-in-principle, oath). Fixed-fee for the principal applicant; family members add tiered fees. The sole route through the program.

Choosing the right route is half the work. We model the comparison against your portfolio in the Consult.

How the process works

  1. Contact us

Reach out and tell us about your situation. From there, you'll either book a 60-minute Freedom Consult (if you're weighing options across countries) or get started on this route directly (if you already know it's the right fit).

  2. Engagement and document gathering

We coordinate the document pack: passports, birth and marriage certificates, FBI background checks, source-of-funds documentation, professional references, medical certificates, and the application forms. Typically 8 to 10 weeks.

  3. Application submission

Our São Toméan partner agents file the application with the program's central office. Filing triggers the government-engaged due-diligence investigation by independent international firms.

  4. Due-diligence period

Independent international due-diligence firms investigate every adult applicant: financial background, criminal record, prior visa refusals, and political-exposure status. Typically 8 to 12 weeks. We pre-screen the same criteria at engagement.

  5. Approval and contribution

Upon successful due diligence, the program issues approval-in-principle. You then make the $90K qualifying contribution in the program's defined tranches. The contribution must clear before citizenship is issued.

  6. Oath of allegiance

Swear the oath of allegiance, typically administered remotely through a São Toméan consulate or partner mission in your country of residence. No required visit to São Tomé at any stage.

  7. Citizenship and passport issuance

São Toméan citizenship is granted and the passport is issued. Passports are valid for ten years and renewable indefinitely. No ongoing presence requirement.

São Tomé and Nauru are tied for lowest-cost sovereign CBI globally. São Tomé's distinctive value sits in CPLP residence rights across the Portuguese-speaking world; Nauru's sits in climate-resilience use of proceeds. Dominica delivers materially stronger raw visa-free mobility but at a higher price. We don't earn more if you pick one over another.

Why clients work with us

Three reasons families pick Freedom Files over the do-it-yourself path or a single-jurisdiction agent.

First-hand experience

We know the program's authorised agents and the due-diligence cadence from active engagements. São Tomé is a small-program CBI, which means we underwrite every file more carefully than the high-volume Caribbean routes.

Honest recommendations

About a third of São Tomé inquiries end with our recommendation against engagement. We tell you when Nauru or a Caribbean CBI fits cleaner — particularly when visa-free mobility is the priority over CPLP access.

Pro counsel from the start

Every engagement runs with US-licensed counsel from the first call. The IRS-side implications of holding a second passport are planned before the application is filed.

What is the CPLP angle, exactly?

The Community of Portuguese-Speaking Countries (CPLP) is a nine-member intergovernmental organization that provides framework agreements on citizen mobility and residence rights across its member states. São Toméan citizens have streamlined entry and reciprocal residence arrangements across the Lusophone world, including Portugal, which makes the São Toméan passport a more interesting strategic asset than its raw visa-free count suggests. For families with Brazilian, Angolan, or Mozambican interests, the framework is particularly useful.

How strong is the São Toméan passport?

The São Toméan passport currently grants visa-free or visa-on-arrival access to roughly 70 destinations, including the Schengen Area, Hong Kong, Singapore, and most of the Portuguese-speaking world. Under the CPLP framework, São Toméan citizens have specific entry and residence rights across Portugal, Brazil, Cape Verde, Angola, Mozambique, and Guinea-Bissau. Raw visa-free count is lower than the Caribbean CBI peers, but the CPLP angle is a structural advantage those passports do not offer.

What is the total cost beyond the $90K donation?

Plan on roughly $20-30K in additional fees: $10-15K in government processing and due-diligence fees (scaled to family size), $5-10K in legal and partner-agent fees, and $2-5K in document gathering, translation, and apostille costs. Total cash outlay for a single applicant typically lands in the $110-120K range; a family of four runs $130-160K depending on add-ons.

Do I have to visit São Tomé at any point?

Visiting São Tomé is not required at any stage of the process. The oath of allegiance can be administered remotely through a São Toméan consulate or partner mission in your country of residence. Most clients never visit; for the rare client who does, the islands deliver something genuinely different from any other CBI destination.

Who counts as family for one application?

Spouse or registered partner; dependent children; and dependent parents qualify as beneficiaries under a single application. Family pricing scales modestly per additional dependent beyond the principal applicant. Future-born children can be added later for minimal additional cost.

What are the tax consequences for me as an American?

Acquiring São Toméan citizenship does not change your US tax residency or your worldwide-income filing obligation. São Tomé itself does not tax foreign-source income for non-residents, so the São Toméan side is light. The passport sits alongside any other tax strategy without interference.

Will I have to give up my US citizenship?

No. The United States and São Tomé & Príncipe both permit dual citizenship. You hold both passports indefinitely.
