The basics of the Golden Visa

What it is

The Cyprus Permanent Residency by Investment program – universally called the Cyprus Golden Visa – grants EU permanent residency on a single grant, with no renewals or re-applications. You commit at least €300,000 into qualifying Cypriot property or business assets, demonstrate annual income of at least €50,000 (plus modest top-ups per dependent), and apply through Cypriot immigration directly. Permanent residency is granted in two to four months and held for life. Citizenship by naturalization becomes possible after eight years of legal residency.

How the process works

  1. Contact us

    Reach out and tell us about your situation. From there, you'll either book a 60-minute Freedom Consult (if you're weighing options across countries) or get started on this route directly (if you already know it's the right fit).

  2. Engagement and document gathering

    We coordinate the document pack: FBI background check (apostilled), birth and marriage certificates, US tax returns, source-of-funds documentation, proof of €50K+ annual income, and the Cypriot-counsel power of attorney.

  3. Investment commitment and proof

    Complete the qualifying real estate purchase or business capital injection. Cypriot counsel coordinates the title transfer through the Department of Lands and Surveys, or company registration through the Registrar of Companies.

  4. Application submission

    Submit the PR application directly to the Civil Registry and Migration Department in Nicosia. Filing is done through your Cypriot legal representative under your power of attorney; you do not need to be in Cyprus.

  5. Biometric appointment

    Each applicant (principal plus adult dependents) attends a single biometric appointment in Cyprus. The visit is typically two to four days. Children's biometrics are collected with the parent.

  6. PR card issuance

    Permanent residency cards are issued within two to four months of submission. The cards are held for life with no expiration; replacement is only required if lost or after a name change.

  7. Maintain compliance

    Visit Cyprus at least once every two years. Maintain the qualifying investment for the first three years. Petition for citizenship at year eight (with seven of the previous ten years spent in Cyprus and twelve months continuously resident).

Cyprus is faster than Portugal and gets you permanent residency on day one, but Schengen access is pending accession (the technical evaluations are underway). Portugal's Golden Visa is the EU mobility benchmark today. Greece is faster than Cyprus and pairs that with a 7-year naturalization clock plus an extremely attractive pensioner tax regime. What's the difference between the property route and the business route?

Both require €300K of qualifying capital. The property route is simpler: buy a new-build or first-time-resale Cypriot residential or commercial unit at €300K+ in your name. The business route requires injecting €300K into a Cypriot operating company that employs at least five Cypriot or EU nationals. Most clients pick property unless they have a specific Cypriot operating venture in mind.

Is Cyprus part of Schengen?

Cyprus is an EU member but has not yet joined the Schengen Area. The Cypriot government has been preparing for accession; the technical evaluations are underway. EU residency rights apply today, and Schengen-area travel is expected to follow on accession.

What is the non-dom regime, exactly?

Cypriot tax residents who are not domiciled in Cyprus are exempt from the Special Defence Contribution on worldwide dividends, interest, and rents for seventeen years. Cyprus has no inheritance tax. The interaction with US worldwide-income taxation is technical; we coordinate with US-licensed counsel to structure the position properly.

What about the old Cyprus citizenship-by-investment program?

The Cyprus Investment Program (the famous CBI route) was terminated in 2020 following EU pressure and procedural reform. It is closed. The current program is the permanent-residency-by-investment route described here; citizenship through it is only available via the eight-year naturalization track.

Do I have to live in Cyprus to keep the residency?

You need to visit Cyprus once every two years to maintain the permanent residency. There is no minimum-day-per-year requirement. Most clients use the residency as EU optionality rather than as their primary tax residency, though those who shift residency unlock the non-dom regime.

What is the total cost beyond the €300K investment?

Plan on €5-8K in government and administrative fees (application, residency card, family-member fees), €10-15K in Cypriot legal fees through our partner counsel, €2-3K in translation and apostille costs, and (for property purchases) 1.5-3% in transfer fees and VAT considerations on the property value. Total non-investment cash outlay typically lands in the €17-25K range.

Will I have to give up my US citizenship?

No. The United States and Cyprus both permit dual citizenship. You can hold both passports indefinitely if you complete the naturalization process at year eight.
