The basics of the Citizenship by Investment

What it is

Vanuatu's Development Support Program (DSP) is the operational descendant of the country's earlier Vanuatu Contribution Program and grants Vanuatu citizenship in exchange for a $130K non-refundable contribution to the country's Development Support Program. After due diligence and government approval, the oath of allegiance is administered remotely through a Vanuatu consulate or partner mission, a Certificate of Naturalization is issued, and a Vanuatu passport is delivered. The whole engagement typically runs one to two months for clean files – materially faster than any other sovereign CBI currently active. There is no requirement to visit Vanuatu before, during, or after the application, and no ongoing presence obligation to maintain the status.

Who it’s for

  • Clients with near-term deadlines (corporate move, tax-residency planning, geopolitical concern) where speed is the primary requirement
  • Families wanting Plan-B optionality with a second passport on a turnkey basis
  • Patrons valuing zero physical-presence obligation and full remote processing
  • High-net-worth clients seeking a second citizenship alongside other tax or estate-planning structures
  • Clients drawn to a Pacific and Commonwealth-network passport profile rather than European-direction mobility

Why it’s beneficial

Vanuatu is the speed play in the CBI market. No other sovereign program currently issues citizenship in one to two months; the Caribbean Five run four to six, and even the fastest of those (Dominica, Antigua) rarely close inside four months. For clients with a near-term deadline – corporate move, tax-residency planning, geopolitical concern – the speed advantage is structural. The trade-offs: the Vanuatu passport is materially weaker on visa-free mobility than Caribbean-CBI passports (roughly 90 destinations against the Caribbean's 140-150), and Schengen status has been intermittent and is actively tracked. The strategic value for most clients is the second citizenship itself, sitting alongside the US passport on a one-month timeline.

Key benefits

The outcomes the Citizenship by Investment actually delivers, beyond the headline numbers. The six that matter most to our clients.

  1. One-to-two-month timeline

The DSP is purpose-built for speed. Document gathering and due-diligence preparation happen in the first three to five weeks; government due diligence and issuance run three to five weeks after submission. We have closed engagements as quickly as 30 days; we have never seen a clean file run past three months.

  2. Fully remote processing

No visit required before, during, or after the application. The oath of allegiance is administered remotely through any Vanuatu consulate or partner mission. Citizenship is granted for life regardless of where you live. Among the most logistically simple CBI processes in the world.

  3. English as a working language

Bislama, English, and French are all official, with English as the primary working language for the CBI program and most legal and business contexts. Every form, every interview, and every interaction with the program runs in English. No language test at any stage.

  4. Tax regime built for mobility

Vanuatu imposes no personal income tax, no capital-gains tax, no inheritance tax, and no withholding tax on individuals. Acquiring citizenship does not change your tax position. The passport sits alongside any other tax or estate planning structure without interference.

  5. Family in one application

Spouse or registered partner, dependent children, and dependent parents qualify under a single application with modest tiered add-ons after the principal applicant. Future-born children and future spouses can be added later for minimal additional cost.

  6. Pacific and Commonwealth reach

Vanuatu's passport grants visa-free or visa-on-arrival access to roughly 90 destinations including the UK, Hong Kong, Singapore, and most of the Commonwealth. Materially weaker on raw mobility than Caribbean-CBI passports but stronger on Pacific and Commonwealth-network access.

Development Support Program

$130,000

Non-refundable contribution to Vanuatu's Development Support Program, supporting national development projects. Fixed for the principal applicant; spouse, dependents, and parents add tiered fees. The single qualifying route under the current program structure. Total all-in cost for a family of four typically runs $190-220K including government processing and due-diligence fees.

Choosing the right route is half the work. We model the comparison against your portfolio in the Consult.

How the process works

  1. Contact us

Reach out and tell us about your situation. From there, you'll either book a 60-minute Freedom Consult (if you're weighing options across countries) or get started on this route directly (if you already know it's the right fit).

  2. Engagement and document gathering

We coordinate the document pack: passports, birth and marriage certificates, FBI background check, source-of-funds documentation, professional references, medical certificates, and the application forms. The Vanuatu document pack is leaner than Caribbean equivalents. Typically 3 to 5 weeks.

  3. Application submission

Our Vanuatu partner counsel files the application with the Citizenship Commission. Filing triggers the government-engaged due-diligence investigation by independent international firms.

  4. Due-diligence period

Independent international due-diligence firms investigate every adult applicant: financial background, source of funds, criminal record, prior visa refusals, and political-exposure status. Typically 3 to 5 weeks – faster than Caribbean equivalents because of the program's lean structure. We pre-screen the same criteria at engagement.

  5. Approval and contribution

Upon successful due diligence, the Citizenship Commission issues approval. The $130K Development Support Program contribution is paid; government and due-diligence fees are settled at the same time. Total all-in clears before Certificate of Naturalization is issued.

  6. Oath of allegiance

Swear the oath of allegiance, administered remotely through a Vanuatu consulate or partner mission in your country of residence. No required visit to Vanuatu at any stage of the application or maintenance.

  7. Certificate and passport issuance

The Certificate of Naturalization is issued, followed by the Vanuatu passport. Passports are valid for ten years and renewable indefinitely. No ongoing presence requirement; status is held for life.

Vanuatu leads decisively on speed (one to two months) and English-language administration. Nauru is the lowest-cost CBI globally and similarly fast for its category. Dominica trades a longer timeline for materially stronger passport mobility – Schengen, the UK, Singapore, and most of the Commonwealth are visa-free on the Dominica side. We don't earn more if you pick one over another.

Why clients work with us

Three reasons families pick Freedom Files over the do-it-yourself path or a single-jurisdiction agent.

First-hand experience

We track Vanuatu's Schengen-status conversations and the Citizenship Commission's due-diligence patterns from active engagements. The program's speed is real; the documentation discipline required to deliver in 30 days isn't always obvious from the outside.

Honest recommendations

About a third of Vanuatu inquiries end with our recommendation against engagement. We tell you when speed isn't the binding constraint and Dominica or Antigua delivers stronger mobility, when Nauru is a closer cost match, or when a Caribbean program with Schengen access fits the use case cleaner.

Pro counsel from the start

Every engagement runs with US-licensed counsel from the first call. The IRS-side implications of holding a second passport are planned before the application is filed.

How does the one-to-two-month timeline actually work?

Vanuatu's Development Support Program is purpose-built for speed. Document gathering, source-of-funds packaging, and due-diligence preparation happen in the first three to five weeks. The government's due-diligence and issuance phase typically runs three to five weeks after submission. We have closed engagements as quickly as 30 days; we have never seen a clean file run past three months.

How strong is the Vanuatu passport?

Vanuatu's passport currently grants visa-free or visa-on-arrival access to roughly 90 destinations, including the United Kingdom, Hong Kong, Singapore, and most of the Commonwealth. Schengen status has been intermittent and is actively tracked – we brief on current status at engagement. The passport is materially weaker on raw mobility than Caribbean-CBI passports. The strategic value for most clients is the second citizenship itself, sitting alongside the US passport, and the speed of acquisition.

Do I have to visit Vanuatu at any point?

Visiting is not required at any stage. The oath of allegiance can be administered remotely through a Vanuatu consulate or partner mission. Most clients never visit; the process is purpose-built for remote completion.

Who counts as family for one application?

Spouse or registered partner, dependent children, and dependent parents qualify as beneficiaries under a single application. Family pricing scales modestly per additional dependent. Future-born children can be added later for minimal additional cost.

What are the tax consequences for me as an American?

Acquiring Vanuatu citizenship does not change your US tax residency or worldwide-income filing obligation. Vanuatu itself imposes no personal income tax, capital-gains tax, or inheritance tax, so the Vanuatu side is light. The passport sits alongside any other tax strategy without interference.

Will I have to give up my US citizenship?

No. The United States and Vanuatu both permit dual citizenship. You hold both passports indefinitely.

What is the total cost beyond the $130K contribution?

Plan on $35-55K in additional fees for a family of four: $25-40K in government processing and due-diligence fees (scaled to family size), $5-10K in Vanuatu legal fees through our partner counsel, and $2-5K in document gathering, translation, and apostille costs. Total all-in cash outlay for a family of four typically lands in the $190-220K range.
